Maturin was the governor of the Caldos colony in 2370. He was a member of an unknown species.

As a child, he and his family visited Glamis Castle in Scotland on Earth and he immediately felt "as if he'd come home". Therefore he later moved to the colony, modeled after Scotland and later on even became its governor.

He was a good friend of Felisa Howard and participated in her funeral. (TNG: "Sub Rosa")
