Admiral MacIntyre was an official at Starfleet Command.

In an alternate timeline, he asked Harry Kim to marry his daughter, due to his fame at having returned home from the Delta Quadrant. Kim later sought out his help in trying to locate the USS Voyager, which was destroyed in the process. MacIntyre, however, was one of many officials in Starfleet to refuse to help him.
