Loomis was a 21st century Human that was recruited by the Xindi-Reptilians to assist in their attempt to create a bioweapon.

He was a blood bank worker in Detroit, Michigan in 2004. Loomis was instructed to acquire eight samples of Human blood by bringing people to a remote warehouse in Detroit. Because he worked at a blood bank, the Xindi assumed he would have ready access to information about people's blood types. He had supplied them with six bodies of the eight they requested. They were mainly prostitutes and homeless people, since they did not have families and would not be missed. He was paid for his efforts, though he had no idea as to the exact nature of his employers, as they always remained in the shadows.

Loomis was discovered and captured by Jonathan Archer and T'Pol, who, having been alerted of the plot by Daniels, had traveled back in time. Impersonating law enforcement officials, T'Pol and Archer Loomis him to apprehend the Reptilians. Loomis took Archer to the Xindi when Archer posed as the B-negative victim needed by them. T'Pol remained with Loomis while Archer further investigated the Xindi operation. She was eventually forced to stun Loomis when he tried to warn his employers, still not knowing who they were. Eventually catching a glimpse of the Reptilians, Loomis was shocked when he saw their appearance. Eventually, Archer and T’Pol were successful, the Xindi plot was foiled and the Reptilians were killed. Loomis awoke to find himself being arrested by the Detroit Police Department, whom Archer had alerted about the six unconscious bodies in the abandoned factory. Loomis tried to explain about the "lizard people" and their "ray guns", but the police believed that he was delusional. (ENT: "Carpenter Street")
