Liria was an Akritirian ambassador who represented his government in dealings with the USS Voyager in 2373.

His government was oppressive and had a judicial system that was barbaric by Federation standards. Arkitirian authorities imprisoned Voyager crewmembers Harry Kim and Tom Paris, accusing them of being members of a terrorist group called Open Sky, which had been carrying out bombings against government facilities.

When Captain Kathryn Janeway presented evidence that her officers were innocent, Liria refused to release the two crewmembers, explaining that there was no appeal process on his planet and a court decision could not be overturned.

The two were ultimately rescued by Voyager when it attacked the prison satellite which contained them. (VOY: "The Chute")
