Lily Sloane was a 21st century Human female who worked for Zefram Cochrane and helped him to build the warp ship Phoenix.
In 2063, Lily suffered from radiation poisoning after the Phoenix was damaged by a Borg attack and was transported to the USS Enterprise by Dr. Beverly Crusher. She was onboard when the Borg boarded the Enterprise, and became separated from a group of medical personnel and casualties fleeing the Borg-occupied sickbay.
Wandering through a Jeffries tube, she encountered Jean-Luc Picard and nearly killed him with a phaser she captured from him. Escaping from the Borg, Sloane and Picard shared a Dixon Hill adventure on the holodeck and a heated discussion in the observation lounge. After the ship was re-captured, Lily returned to Earth and witnessed the First Contact. (Star Trek: First Contact)

Speculation
There is a slight possibility, that Lily actually was http://memory-alpha.org/en/wiki/Luther_Sloan great- great- grandmoter. The events as shown in "First Contact" might have led her and some of other people to the conclusion, that the fate of Earth must be protected at all cost. And so they might form early foundament for Section 31. It would have been consistent with dr Bashir's statement, that Section 31 exists for 300 years.
