Liator was an Edo male during the 24th century. In 2364 when the USS Enterprise-D visited Rubicun III Liator was the primary representative, along with Rivan, to greet the away team. He was also the lead negotiator when an impasse was reached over a crime committed on the planet by Wesley Crusher.
Liator was angry that the Federation claimed to respect laws but was willing to take Crusher from the Edo instead of allowing him to face punishment for his crimes. (TNG: "Justice")
