Kurt Mandl was a Human 24th century director within the United Federation of Planets' Terraform Command. He held advanced degrees in computer science and artificial intelligence.

From 2360 to 2364, he was the commander of the terraforming station Velara Base on the planet Velara III, with three other terraformers, with the goal of making that planet habitable.

In 2364, the Federation asked the USS Enterprise-D to visit the terraformers after their communications became erratic. With their intervention and a mysterious death of one of the station's terraformers, it became clear that Velara III was not lifeless and their terraforming was actually killing indigenous silicon-based lifeforms. After gaining understanding of the consequences of their actions, steps were taken to avoid further harm to the native lifeforms, including placing the planet under an indefinite quarantine. Mandl and his team were transported to a starbase. Mandl expressed regret that he had not only caused unintentional harm to the native lifeforms with his work, but also that they could have been wiped out if it had continued. (TNG: "Home Soil")
