The Kobliad were a humanoid species, who by the 24th century were a dying race.
Because of this, they needed deuridium to stabilize their cell structure, which prolonged their livespans. During the late 2360s, the Federation was working to supply them with the substance, but even despite new deposits opening up in the Gamma Quadrant after the discovery of the Bajoran wormhole, the substance remained too scarce to service their entire population. As a consequence, some Kobliad had gone underground to get it.
Rao Vantika attempted to steal a shipment of deuridium from the Gamma Quadrant in 2369 but was hunted down by Kobliad Security officer Ty Kajada. (DS9: "The Passenger")

Background
According to the Star Trek: Star Charts, on page 47, the Kobliad were from the Kobliad star system. This system was a binary star system. Both the primary and the secondary stars were both F-type stars. This system was located in the Alpha Quadrant.
