Captain Keogh was a Starfleet officer and captain of the USS Odyssey.

In 2369, Keogh had a memorable encounter with Jadzia Dax. Both considered the other to be "arrogant"; Keogh believing that the Lieutenant did not give his Captaincy proper respect while Dax thought Keogh treated her like a child despite that she had lived seven lifetimes. Keogh was played by veteran voice actor Alan Oppenheimer. According to Pocket Books' non-canon The Brave and the Bold series, his full name was Declan Keogh.
