The Karemma Commerce Ministry was an organization responsible for negotiating trade agreements on behalf of the Karemma, a member of the Dominion.
In 2372, the Commerce Ministry asked Starfleet to send the USS Defiant to the Gamma Quadrant to discuss problems with the trading relationship between the Karemma and the Federation. (DS9: "Starship Down")
