The Karagite Order of Heroism was a chivalric honor bestowed in the 23rd century.

Captain James T. Kirk was accepted into the Karagite Order of Heroism prior to his court martial in 2267. (TOS: "Court Martial")

In 2367, Barash created a holoprogram of a fictional future based on William T. Riker's thoughts and expectations. In Riker's fictional service record in the holoprogram, he was nominated on stardate 58384 for the Karagite Order of Heroism ...for his role in the capture of a Romulan warship in preventing the capture of 47 Starfleet officers. (TNG: "Future Imperfect")

The "Order" designation may derive from the British honors system, or the Order of Merit awarded by the French Republic. The name "Karagite Order of Heroism" suggests the "Karagite" people or government may have awarded Kirk with a knighthood (or something similar) for actions on their behalf.
For the remasterd episode of "Future Imperfect", the original Okudagram of Riker's service record was replaced by a new graphic. This award was mentioned in that graphic.
