Kanda IV was the fourth planet in the Kanda planetary system. This was an inhabited planet. There was an emperor of the seventh dynasty on Kanda IV named Darmok. (TNG: "Darmok")

According to Startrek.com, Kanda IV was located in the El-Adrel sector. [1]
