Doctor Jonas Salk was a 20th century Human medical researcher.

In contemplating a name, The Doctor thought of using Salk's name for his own, as he thought of Salk as an inspiring individual. (VOY: "Ex Post Facto")

His first name was not mentioned in the episode.
According to the Star Trek Encyclopedia (3rd ed., p. 426), Dr. Jonas Salk was born in 1914 and died in 1995. One of his accomplishments was the development of a vaccine against polio.
