Joe Phillips (born 13 February 1969; age 44) is an American comic book artist based out of San Diego, California.

He joined the art industry in 1983 and then the comics industry in 1987 and has done interior art and covers for a variety of publishers including DC, Marvel, Dark Horse, IDW, Image, and WildStorm. He has also done book illustrations, packaging, music videos, and trading cards for a variety of companies including Upper Deck, Fleer, and Wizards of the Coast.
