Captain Jenkins was the imaginary captain of the USS Vortex in The Doctor's holonovel Photons Be Free. Cruel and heartless, she always had her ship at red alert, and decorated her ready room with small weapons.
In "Chapter 1: A Healer is Born", during the incident with the Caretaker, she killed a dying man so that the EMH character would heal the less seriously injured helm officer Lieutenant Marseilles instead. She regarded the EMH not as a person, but as a tool and threatened to take him offline and purge his holomatrix if he continued asserting himself. (VOY: "Author, Author")
Like her inspiration, Captain Jenkins was portrayed by Kate Mulgrew.
