Lieutenant Jeffrey Fratis was a Starfleet crewmember in the molecular biology department aboard the USS Enterprise-D in 2369.

Fratis's record was one of the first examined by Commander William T. Riker and Counselor Deanna Troi during crew evaluations that year, but they were interrupted by the death of Sev Maylor. (TNG: "Man of the People")
