Lieutenant Jeffrey Fratis was a Starfleet crewmember in the molecular biology department aboard the USS Enterprise-D in 2369.

Fratis's record was one of the first examined by Commander William T. Riker and Counselor Deanna Troi during crew evaluations that year, but they were interrupted by the death of Sev Maylor. (TNG: "Man of the People")

The script for "Man of the People" has three possible dialogs for this scene. One has Jeffrey Fratis in the molecular biology department, the second has him in the physical sciences department, and the third doesn't mention him at all. [1] The one that was chosen for the episode is molecular biology. It isn't possible for both to be true, as molecular biology is not a physical science.
