James Van Over was a Starfleet officer who worked for Starfleet Shipyards Operations in the 2360s and '70s. He was involved in the construction of the USS Defiant, the USS Enterprise-E and the USS São Paulo. (Star Trek: Deep Space Nine, Star Trek: First Contact)
Van Over was named for production staff artist James Van Over.
