John Edgar Hoover (1895–1972) served nearly 50 years as the director of the United States of America federal police agency known as the Federal Bureau of Investigation (or "FBI").

Upon taking several members of the crew of the USS Voyager hostage, Fred Noonan, still believing that it was the year 1937, demanded to speak with J. Edgar Hoover to negotiate their release. (VOY: "The 37's")
