An ionic pulse can be generated by Federation starships, most likely via the deflector array.

A low level pulse was used in 2371 by the crew of the Enterprise-D in order to disable the shields of an attacking, retired D12 Klingon Bird of Prey. The pulse reset the Bird of Prey's defective Plasma Coil, triggering the Cloaking device and causing the shields to drop.

This tactic saved the Enterprise from further attack, however, the damage from the battle caused a coolant leak in the Warp drive resulting in a Core breach. (Star Trek Generations)
