Intersteller Law was a series of Galatic Rules watched over by each of the major Alpha/Beta Quadrant races. Such as the Klingons, the Romulans and the Federation.
In 2293 Captain Kirk was charged with the assasssination of Klingon Chancellor Gorkon. A crime under Interstellar Law. It was later discover that the Chancellor was eliminated by Chang, and Kirk was cleared of all charges. (Star Trek VI: The Undiscovered Country)
As a matter of interstellar law, Bajor did not exist until 2369. (DS9: "Emissary")
