The Interspecies Medical Exchange (IME) was an interstellar program initiated by the Vulcan High Command in the late 2130s. The program involved several Alpha and Beta Quadrant governments, including those of Earth, Vulcan, Denobula, and Mazar. It was a medical exchange program that allowed doctors from each planet to volunteer their services on alien worlds with the intent to better their understanding of xenobiology.

The Vulcan doctors showed little interest in the program but, in contrast, the Denobulan and Human doctors cooperated well and, within a few years, the program was adequately productive for the two governments to set-up a joint Earth/Denobulan medical research facility in deep spaceCold Station 12. In 2149, the Medical Exchange held a conference on the planet Tiburon. At the conference, Doctor Phlox presented a document on the subject of viral propagation. The IME did not invite the Klingons to such functions. However, that did not stop Doctor Antaak; he disguised himself as a Mazarite and attended anyway. (ENT: "Affliction")

In late 2152, another conference was held on Dekendi III. (ENT: "Stigma")

In 2154, Phlox was offered the position of Director of Xenobiology. (ENT: "Affliction")
