"If I Only Had a Heart" was a song from "an old Earth movie", The Wizard of Oz.

In 2365, Ira Graves whistled the song when he met Data. As Data did not understand, Graves explained how the song was an allegory for Data's own predicament: a mechanical man wants a heart, but learns that he is Human and had one all along. Later, after Graves's consciousness took control of Data, he whistled the tune. (TNG: "The Schizoid Man")

The Star Trek Encyclopedia (4th ed., vol. 1, p. 357) identified the song as "If I Only Had a Brain". This was the song sung by the Scarecrow.
A Data-centered short story from The Sky's the Limit, "Friends With The Sparrows", by Christopher L. Bennett, takes its title from a line in the song.
