Ibudan's clone was murdered by Ibudan as part of a plot to frame Odo for the murder. Ibudan wanted vengeance on Odo for sending him to jail during the occupation for killing a Cardassian officer.
A second clone of Ibudan was created inadvertently by Julian Bashir, who had investigated the first clone's murder. This clone was created from evidence left behind in Ibudan's quarters on board a Bajoran transport. Once he gained consciousness, he started his new life. (DS9: "A Man Alone")
