Ensign Hoy was a transporter operator serving aboard the USS Enterprise-D under Captain Jean-Luc Picard.
In 2366, Captain Picard relieved Hoy of his station at the transporter controls, so that Picard alone could greet a Mintakan named Nuria after he beamed her up from the surface of Mintaka III. (TNG: "Who Watches the Watchers?")
