Ambassador Hodin was the leader of the Gideon Council on the planet Gideon. He had a daughter named Odona.

Gideon's people were immune to disease, leading to an intolerable explosion in the planet's population. In order to reduce the population, Hodin had Odona meet with Captain James T. Kirk on a mock-up of his starship, the USS Enterprise. Using Kirk's blood, Odona contracted Vegan choriomeningitis, which Kirk had been cured of but whose organisms he still retained. The disease was a fatal one and Hodin's daughter's blood would be used to spread it among the inhabitants of Gideon to reduce the population. Although Doctor Leonard McCoy was able to cure Odona, she still infected her people. She was returned to her planet, and Hodin's plan proved to be successful. (TOS: "The Mark of Gideon")

Hodin was played by actor David Hurst.
