According to K'mtar, Hitora colony was Kurn's alleged whereabouts in late 2370. Operating near the Klingon-Federation border at that time, a message from the USS Enterprise-D would have taken days to reach the colony. (TNG: "Firstborn")
Given K'mtar's other deceptions, it is questionable whether Kurn did really go to the colony as claimed.
Presumably, Hitora colony is a Klingon settlement although this has not been specifically stated on screen.
