Ensign Herbert was a 24th century Starfleet officer posted to the USS Enterprise-D under the command of Captain Jean-Luc Picard.

In 2364, Herbert was serving as the transporter chief who attempted to unsuccessfully beam William T. Riker, Data and Worf down to Vandor IV. (TNG: "We'll Always Have Paris")

The following year, Herbert transported Kyle Riker up to the Enterprise-D from Starbase Montgomery. Following the beam up, he arranged with security to have Riker escorted to his quarters. (TNG: "The Icarus Factor")
