A gravitational coefficient is a mathematical expression of the force of gravity in a certain area of space.
In the phenomenon known as "chaotic space," the gravitational coefficient was constantly changing, leading to a massive amount of graviton shear. Such a phenomenon was experienced by the crew of the USS Voyager in 2375, when their vessel became trapped in a region of chaotic space in the Delta Quadrant. (VOY: "The Fight")
