A governor or vah'cha (in Klingonese) was a political leader. Several colony worlds were run by governors.

In ancient Earth history, Zerubbabel was the governor of Judah in the second year of the reign of King Darius. (TOS: "The Omega Glory")

Kathryn Janeway was led to believe by her aunt Martha that Shannon O'Donnel was asked to join the Millennium Gate project by the governor of Indiana in the year 2000. (VOY: "11:59")

Robert Chen was governor of the State of California in 2024. (DS9: "Past Tense, Part II")

During the 2150s, the planet Xantoras had a regional governor. (ENT: "The Breach")

In 2154, Klag was the governor of a secured star system within the Klingon Empire. (ENT: "The Augments")

Kodos was governor of the colony on Tarsus IV. In 2246, a fungal plague threatened the food supply and Kodos responded by ordering the execution of one half of the colony's population, which included approximately four thousand individuals. Although a burnt corpse was recovered by the Federation after the massacre, it was later revealed that Kodos survived and assumed the identity of Anton Karidian. This masquerade endured twenty years, until the truth was discovered by Thomas Leighton and Captain James Kirk in 2266. Kodos' daughter, Lenore, inadvertently committed patricide while attempting to conceal her father's true identity. (TOS: "The Conscience of the King")

Kirk attempted to contact the governor of Colony Alpha 5 to arrange the drop off of Charlie Evans at the colony; however, during the attempt, Charlie shorted out the communications station preventing contact. (TOS: "Charlie X")

Kor was briefly the Klingon military governor of Organia during the Federation-Klingon War in 2267. (TOS: "Errand of Mercy")

Krell tempted Apella with an offer to be "the leader of a whole world [as] a governor in the Klingon Empire." (TOS: "A Private Little War")

Donald Cory was governor of the penal colony on Elba II in 2268. (TOS: "Whom Gods Destroy")

Bob Wesley was governor of Mantilles in 2270. (TAS: "One of Our Planets Is Missing")

Karnas was the governor of Mordan IV in 2364. (TNG: "Too Short A Season")

The same year, Delaplane was governor of the planet Pacifica. (TNG: "Conspiracy")

In 2367, Leka Trion was governor of Peliar Zel II. (TNG: "The Host")

Vagh was the Klingon governor of Krios in 2368. (TNG: "The Mind's Eye")

Torak was the Klingon governor in charge of Sector 2520 in 2369. (TNG: "Aquiel")

Maturin was the governor of the Caldos colony in 2370. (TNG: "Sub Rosa")

Mabus was described as "a governor of the Trabe" in 2372 by Captain Janeway. (VOY: "Alliances")

In an unknown, alternate future timeframe, Worf was governor of H'atoria. (TNG: "All Good Things...")

Klingon Admiral Vlict Kenka was governor of Hrakhour, a planet of the edge of Klingon space. He ended the generations-long control his family had over the planet when he massacred the entire population in 2268 in response to the beginnings of a pacifist movement. (Star Trek: 25th Anniversary Episode 5: "The Feathered Serpent")
Rajat Kallarax was Klingon governor of Sagrad, a planet deep within the empire, at this same time. (Star Trek: 25th Anniversary Episode 5: "The Feathered Serpent")
