Goth was an Etanian who led an invasion force against the Nezu.

His fleet was manipulating artificial asteroids in order to bombard the Nezu's planet as a prelude to invasion in 2373. When Captain Kathryn Janeway of the USS Voyager discovered the plot, Voyager attacked Goth's ships and disabled them, ending his planned invasion. (VOY: "Rise")
