Geneva was a city in Switzerland, Earth.

In 1986, the major powers of Earth held talks regarding their nuclear weapons in Geneva, but these talks soon stalled. This failure was the headline story of a San Francisco newspaper. (Star Trek IV: The Voyage Home)

In 1994, Ralph Offenhouse had several bank accounts in Geneva. When revived from cryogenic stasis in 2364, phoning Geneva about his accounts was one of his top priorities, since he suspected that the interest alone could be enough to buy the USS Enterprise-D. (TNG: "The Neutral Zone")
