The Galaxy Class Starship Development Project was the project that used drafting room 5 in the Mars Station at the Utopia Planitia Fleet Yards. It was responsible for the development of the Galaxy-class starship. (TNG: "Booby Trap")
The name of the project comes from the assignment patch seen hanging on the back wall.
