Fuel is a name for any substance broken down by technology in order to provide energy for said technology.
Most propulsion systems, such as warp drive and even the internal combustion engine, make use of fuel. (VOY: "The 37's")
In 2369 the starboard antimatter pod of the runabout used by Picard, Deanna Troi, Data, and Geordi La Forge lost its fuel when the runabout collided with a temporal fragment. (TNG: "Timescape")
