Just curious why Keiko is not subject to being a Starfleet personnel, when, for example, that translator gal from The Enterprise was. The preceding unsigned comment was added by 24.18.101.241 (talk).

But they were both relatives of Starfleet officers, and also DS9 was not a Starfleet spaceship. The preceding unsigned comment was added by 24.18.101.241 (talk).

Both the Enterprise-D and Deep Space 9 were known to hold a fair amount of civilian personnel. I'm not sure what "translator gal" you're referring to, but it was never a requirement for either the Enterprise-D or Deep Space that you had to be a member of Starfleet. From the article for the Enterprise-D here in particular: "Although Starfleet crewmembers staffed the vital positions on board the Enterprise, civilian crewmembers were allowed to hold important jobs in the ship's science and medical departments, as well as support areas like Ten Forward and the ship's school or the Arboretum." It's an era thing. Sato on Enterprise was a specialist linguist but also a Jr officer as there were few civilians on early Starships. Keiko was a botanist on the Enterprise D and later worked for a Bajoran University as one. On Kirk's ship Sulu was a botanist, although as a second discipline Lt.Lovett (talk) 16:36, March 21, 2014 (UTC)
