Never done this before, hope this is OK. I'm trying to find an episode where Picard has to negotiate with a very strict, rule-following alien race. He combs through a book/reference on their culture and finally at the end of the episode finds and cites precedent to win his point. He cuts the hail, and the aliens hail the Enterprise. Rather than immediately answer, he makes them wait, walking around the ship and running his finger across the dedication plaque near the main view screen. Eventually he answers the hail and finds the aliens concede.
