I have a vague recollection of a reference to the children's book "If you give a mouse a cookie." I think it it said by Riker in regard to not appeasing someone about something.

Can anyone provide a reference?

I'm not sure of a reference, but we would need evidence that the use of such a line (if it was) was a deliberate effort to draw a reference to the book, such as a Trek staff member saying so, in order to mention it in an article.--31dot 00:12, December 24, 2011 (UTC)
