Lieutenant Foley was a male Human officer assigned to ship security aboard the starship USS Enterprise-D in 2366.

Late that year, Lt. Foley assisted an Enterprise-D search party in gathering clues as to the kidnapping of Commander William T. Riker, Deanna Troi, and Lwaxana Troi, mother of Deanna, on Betazed. He would recover from a pond a specimen of the plant Zan Periculi, a clue which proved valuable in closing the case by identifying the offending party as Ferengi and the eventual release of the kidnappees.
