The Fen Domar are an alien race residing in the Beta Quadrant of the galaxy, relatively close to the border of the Delta Quadrant. Little is known about them, except that in an alternate timeline in which the USS Voyager did not return to Earth until 2394, Voyager was engaged in a battle with the Fen Domar around the year 2381. During this battle, Captain Janeway's favorite coffee cup was permanently damaged.

Voyager's battle with the Fen Domar was erased from history when Admiral Janeway travelled back in time from 2404 to 2377 in order to bring Voyager back to the Alpha Quadrant sixteen years early. ("Endgame," VOY)

According to Admiral Janeway, Voyager would have "run into" the Fen Domar within "a few years" of 2377 if she had continued travelling on the course she was headed at the time. According to the non-canonical (but Paramount-endorsed) book Star Trek: Star Charts by Geoffrey Mandel, by 2377 Voyager had traversed almost the entire Delta Quadrant and was only a few light years away from crossing into the Beta Quadrant. From this we can deduce that the Fen Domar are most likely a Beta Quadrant civilization, though their territory still remains quite distant from Federation space.
It is possible that the battle with the Fen Domar may in some way be connected to the death of Seven of Nine in the alternate timeline, which is said to have occurred around the same time.
