The Federation Supreme Court was a superior court in the Federation.
When Richard Bashir found out that the secret of his son's genetic enhancements had gotten out, he said he'd "arrange legal counsel and . . . fight this all the way to the Federation Supreme Court". (DS9: "Doctor Bashir, I Presume")
Based on Bashir's statement, this court appears to have final appellate jurisdiction over Federation laws. This may or may not extend to Starfleet regulations. When Bashir stated that he'd fight it "all the way" he may have been engaging in hyperbole, with the court actually unable to hear the case due to jurisdictional or procedural issues.
