The Federation Science Bureau was the organization that created and distributed a video summary of Project Genesis featuring Doctor Carol Marcus. It was, presumably, the Federation's key scientific body after Starfleet. (Star Trek II: The Wrath of Khan)

The Federation Science Bureau was seen abbreviated as 'FedScBu' in the opening graphic sequence prior to Carol Marcus beginning her summary in Star Trek II: The Wrath of Khan.
