Admiral Douglas was a human Starfleet flag officer in the 2160s.
In 2161, Douglas contacted the NX-01 Enterprise, requesting Captain Archer's approval of protocols for the decommissioning of the Enterprise. Archer, however, refused to deal with such matters until after the charter for the Coalition of Planets was signed. (ENT: "These Are the Voyages...")
