Dick Kulpa is a comic book artist. He served as the artist on the Star Trek comic strip from July 1983 through to the strip's end five months later. During this time, he drew three arcs, "Eighteenth Story Arc", "The Retirement of Admiral Kirk", and "Twentieth Story Arc". During the time that he worked on the strip, he simultaneously served his home town of Loves Park, Illinois as a councilman.

He got his start on Christmas Day 1969 when a local newspaper printed his first cartoon strip. The Star Trek strip was his first syndicated work, followed closely by the Bruce Lee comic strip. Through the mid-80s, he served as the graphic arts manager for the Testor Corporation. He then served for ten years as the art director of World Weekly News and was credited with the creation of Bat Boy. In 2000 he purchased Cracked magazine and was the publisher and editor until 2005.
