Since it was clearly stated, that Deneb IV was a far oupost of the Federation and a step beyond Starfleet's borders in 2364 during "Encounter at Farpoint" it is highly unlikely, that the Deneb IV of "Where No Man Has Gone Before", which takes place 100 years earlier, was refering to the same planet, thereby supporting the theory of two different star systems called Deneb.
