Decius (2266)

Decius was a 23rd century Romulan officer with many powerful friends in the Romulan Star Empire. Decius served aboard the Praetor's flagship that crossed the Romulan Neutral Zone in 2266 and attacked several Federation outposts.

Following their attack, Decius broke radio silence to send word back to the Praetor of their success. In doing so, he alerted the USS Enterprise of their location, and as a result he was lowered in rank by two grades by his commander. Decius later wanted the honor of leading his ship in a counterattack against the Enterprise; however, the offer was turned down by his commander, who instead led the attack himself.

Decius was killed in the conflict after their ship was outgunned by the Enterprise and his commander initiated the self-destruct device, while teetering on the edge of the Neutral Zone. (TOS: "Balance of Terror")

Decius was played by actor Lawrence Montaigne. He technically has the distinction of being the first Romulan to ever appear in Star Trek, even though he was wearing a helmet and we couldn't see his ears. The first Romulan seen with the ears was Decius' commander, played by Mark Lenard.
