David Takemura was a Starfleet doctor. In 2368 he was the attending physician for patient Rob Legato at the Wiemer Medical Facility on Melina II. He falsely diagnosed the Iresine Syndrome. (TNG: "Violations")

While working for Starfleet Tactical, he was involved in the construction of the USS Defiant and the USS São Paulo. He also worked at Starfleet Shipyards Operations and was involved in the construction of the USS Enterprise-E. (Star Trek: Deep Space Nine; Star Trek: First Contact)
