Darjeeling tea is a special blend of tea orignating from India.

In an unknown, alternate future timeframe, Jean-Luc Picard was not pleased with the tea served by Data's maid Jessel, asking her if she hadn't served Darjeeling instead of Earl Grey, a question she chose to ignore. (TNG: "All Good Things...")

Questioning whether the tea was Earl Grey or Darjeeling would be considered a slur to the strength of the brew and quality of the tea and a serious question to the tea makers skill as Darjeeling's mild flavour and Earl Grey's bold taste could never be mistaken even by a casual tea drinker. It would mean Picard was stating, in his own way, that Jessel had not made a good cup of tea.
In an early draft of the script for "Contagion", Picard ordered Darjeeling tea, however, this reference was changed, and became the first time he ever uttered: "tea, Earl Grey, hot."
