D. Wise was a 23rd century Starfleet commander attached to the Starfleet Academy's Starfleet Training Command. In 2285, Wise was listed on a directory placard found on the 2nd level of Starfleet Training Command. (Star Trek II: The Wrath of Khan)

Wise later served in the planetary science division aboard the USS Enterprise-A in 2293. Cmdr. Wise's name appeared on an incoming message viewscreen in the quarters of the sciences division chief and executive officer, Captain Spock. (Star Trek VI: The Undiscovered Country)
