Colti was a Starfleet admiral in the 2370s. In 2373, Colti traveled to Deep Space 9 as one of the Federation observers of Bajor's entrance into the Federation.
Worf was adamant that Colti receive larger quarters than Admiral Veta, whom Colti outranked. (DS9: "Rapture")
It was not revealed what grades of the admiral rank were held by Veta and Colti, the possibilities include (in order from lowest to highest) rear admiral, vice admiral, admiral and fleet admiral.
