A clothier was a merchant who creates, alters, or repairs clothing. Clothiers who specialize in dressmaking are known as dressmakers, while clothiers who specialize in men's suits and trousers are known as tailors.

Elim Garak was a tailor on Deep Space 9 following its takeover by the Bajorans and the Federation. He ran a shop on the Promenade named Garak's Clothiers. He claimed to greatly dislike being a tailor, especially when compared to his past work with the Obsidian Order, but he nevertheless was extremely skilled. (DS9: "Past Prologue", "Improbable Cause", et al)

Quark was one of Garak's customers. (DS9: "For the Cause")

When Q visited Deep Space 9 in 2369 he changed his Starfleet uniform to match Commander Sisko's and "approved of the new tailor" Sisko had. (DS9: "Q-Less")
