A time-piece

The time-piece was a hand-held device used by an unknown humanoid culture in the Delta Quadrant for tracking time. The display featured three sets of digits which relayed rotations, intervals, and fraction, the method of which the culture tracked time. (VOY: "Time and Again")

Strangely, time was displayed on the device using standard Arabic digits.

..adding:

The Delta Quadrant was first visited by Terrans of their own free will on Stardate 32629.4, when the USS Raven followed a Borg vessel into a Transwarp conduit. (VOY: "Dark Frontier") The first Starfleet mission into the Delta Quadrant occurred during an inspection of the Barzan "wormhole" (a Kind of Space-Time subway tunnel) in 2366.
